Quantum GIS (QGIS) is an open source, newly developed desktop GIS with fairly basic cartographic and analytical cabilities.
Developed in recent years this platform is not quite a mature system yet but is has it's uses and may be a good starting place for you to get up and running quickly doing some basic mapping and trying out the idea of a GIS system. It can interact with spatial databases but that doesn't exactly match with a new GIS system in most organizations- spatial databases are normally a mature product in most organizations plans.
A good starting point but I find it hard to see much use for this level of the program- in future it will be more appealing and perhaps edge out some other systems.
